Section 42(1) of the City of Cape Town’s Water By-law says an owner who wants to construct a new water installation, or extend an existing one, must first obtain written approval on plans. A like-for-like refit usually does not extend anything. A new en-suite, a bathroom in a converted garage or a kitchen moved to the other side of the house usually does.
That matters most at the start. Plans are much easier to sort out before the floor is opened than after the tiles are down, and a renovation that should have had plans and did not tends to surface years later, when the house is sold and the paperwork is checked.
It also changes the order of the plumbing. Waste pipes need fall, and fall needs height, so the position of a new toilet or shower is decided by where the waste can reach the existing drain. We set that out before the builder lays a brick, so fixtures end up where you want them rather than where the pipe allows.
Every supply and waste run is then pressure-tested before it is closed in. A leak found at first fix costs a joint. The same leak found after tiling costs the tiles too.
If your renovation adds a bathroom, a kitchen or a new room with water, ask whether plans are needed before you book the builder, not after.
