The first question in a plumbing emergency is not who to call but where the water is coming from. The City of Cape Town repairs its own mains and connections. Section 37(2) of its Water By-law puts faults in your own installation on you. The water meter is the line between the two, and knowing which side the problem is on saves both time and money.
Water bubbling up in the street, on the verge or at the meter box itself is usually the City’s. So is a municipal manhole overflowing in the road. The City takes sewer reports on WhatsApp at 060 018 1505, and those are faults a private plumber cannot legally or practically fix.
Water inside the house, in the roof, in your garden beyond the meter, or backing up from your own gully is yours. That is when you need a plumber, and it is also when your own actions in the next five minutes matter most.
