Section 24(1) of the City of Cape Town’s Water By-law says the City does not undertake to maintain an uninterrupted supply, or any particular pressure or flow. Section 24(3) goes further: a consumer that needs a specific standard of supply must arrange its own infrastructure to get it. For a business, that is the whole continuity plan in two sentences.
Brackenfell has seen what that looks like in practice. When the City carried out zone management investigations in February 2026 across Brackenfell, Brackenfell South and Protea Hoogte, it warned that some premises would have low pressure and some none, and that it could not predict exactly which streets.
A house can cope with an afternoon without water. A restaurant, a hair salon or a surgery often cannot trade through one. The difference between those two outcomes is usually a correctly sized storage tank and pump, installed so that it takes over quietly and refills when the supply returns.
Sizing matters more than people expect. Too small and the tank runs dry before the supply comes back. Too large and the water sits long enough to go stale. We size storage from the premises’ real daily use, taken from the meter, rather than from a rule of thumb.
