The City of Cape Town’s Water By-law deals with this directly. Section 37(1) says occupants may not negligently or wastefully allow water to discharge from terminal fittings, and section 37(2) requires the owner to repair any defect that causes or is likely to cause leakage. A cistern that trickles into the pan all night falls squarely inside both.
It is also the leak people most often miss. A cistern that overfills a little drains silently down its own overflow into the pan. There is no puddle, no damp wall and no noise you would notice over a television. The only evidence is on the water meter and the monthly bill.
Taps behave the same way over time. A washer hardens, a cartridge wears, and a drip becomes a steady run that the household stops hearing. Both are among the items a certificate inspector checks when the house is sold, because both are water leaving the installation for no reason.
The fix is almost always a part. An inlet valve, a flush valve seal, a washer or a cartridge costs a fraction of a new fitting and takes a fraction of the time. We quote that repair first, and only suggest replacement when the fitting is cracked or parts are no longer made for it.
Put a few drops of food colouring in the cistern and wait twenty minutes without flushing. Colour in the pan means the cistern is leaking, however quiet it seems.
