The City of Cape Town’s Wastewater and Industrial Effluent By-law does not allow stormwater or groundwater into a private sewer installation without the Council’s written consent. Roof water belongs in the stormwater system, and a sewer line is sized for what the house sends down it, not for a roof in a Cape winter downpour.
The trouble is that a downpipe tied into the sewer gives no sign of itself in summer. The gully looks normal, the toilets flush and nothing smells. Then the first heavy rain fills the line from the roof, and the gully in the yard lifts its grid and spills. It looks like a blockage. It is a connection.
A drain camera settles it. Run through the line during or after rain, or with water poured down a downpipe, it shows exactly where the extra flow enters and from which fitting. That turns a guess into a specific repair: one downpipe re-routed to stormwater, rather than a line jetted every winter.
The same separation is on the list a certificate inspector checks when the house is sold, so finding it now means fixing it on your schedule rather than the conveyancer’s. It also stops you paying to unblock a drain that was never blocked.
