Selling a house in Brackenfell with gas installed means two plumbing-related certificates, not one. The City’s water certificate covers the water installation. Gas is covered by regulation 17(3) of the Pressure Equipment Regulations under the Occupational Health and Safety Act, in force since 1 October 2009.
That regulation requires a certificate of conformity after a gas installation, modification or alteration, and after a change of user. Conveyancers generally read change of user as including a sale, which is why a new gas certificate is usually asked for at transfer however recent the last one was.
Only an authorised person registered for gas work may issue it. A water plumber without gas registration can move a pipe, but cannot sign the certificate, and a certificate signed by the wrong person is worth nothing to the conveyancer or the insurer.
The work itself is not complicated when it is done properly: cylinders outside at the right distances, a regulator matched to the appliance, isolation valves where they can be reached, and a leak test at working pressure. The certificate simply records that all of that was checked.
